I deeply apologize for posting this late but alas, class had started back up, along with some other things, and I ended up nuking the original file in my stash that had this information. These were the few I could remember off the top of my head.
Users posted below have evidence that either heavily suggest they are a scammer or are known and have proof of scamming habits. Not everyone on this list scams on purpose. Links will not be provided to their pages
It is NOT ok to harass or leave cruel messages on any of the listed users' pages/tumblrs/furaffinitys/etc. Harassing those posted will not be tolerated.

ToxicMutagen & Pixlett: See journal here, fav.me/d7sxrsh ; both accounts went inactive around the time the paypal account started issuing chargebacks. Level
Samm: artists-beware.livejournal.com…, fav.me/d5tpkhs , fav.me/d6wg3fc , etc ; most accounts deactivated or abandoned on both deviantArt and FurrAffinity, one account suspended on FA, owes various people. Level (As Ethan is usually associated with Samm, avoid or proceed with caution)

Short idea/update
1)I'm not on my computer or dA extremely often. I'm usually on mobile and I have yet to figure out how to check group galleries/journals on my device. Eventually I'll figure it out.
2)I'm going to try and compile a list/cross list of bewares and post a SINGLE journal that would be updated every other week. Can't make promises or give a possible date b/c, well depressions a butt and it's quite a list to go through..even more so since I want to do alphabetically and I am one person.
Anyways a few links to new (old) post on AB lj specifically on dA. Again, don't harass the users. Just decide if you want to block, avoid contact

I've considered "closing" this group down and moving it to a different group, one where I'd be able to get some help and make it a bit more "official"..perhaps even to the point it actually becomes an affiliate of the Artist Beware community on LiveJournal.
One of the main things I've considered for the new group is it being a bit more than just a place to warn others. A place for those that off

A few things I would like to address from the original note though.
1) He always ask you a full payment before getting a sketch
This isn't an uncommon practice. However, if one isn't 75% sure or more they will get it done in a timely manner, they should take payment after the sketch or when it's done.
In the latter's case, the artist would send a low-res downsized watermarked file for preview and confirmation. Once the client gives the okay, they can then have them send payment before delivering the high res full image and any variations of it.

Unfortunately, there seems to be a rise in questionable business ethnics, bad practices, and a general lack of forethought..
Which leads to interactions that tend to go very wrong real quick.
So here are some things to consider when you commission someone or offer commissions.

DC-Kyoto - Hobbyist, Digital Artist | DeviantArt is a very prolific scammer, who has been scamming people for years under different aliases. This guy uses fraudulent identities and has scammed artists and clients alike. Will use alt accounts to harass other his victims.
